EMERGENCY RESOLUTION 15
PAY AND CONDITIONS AGREEMENT 2003
Conference condemns the failure of the National Employers to honour the Pay
and Conditions Agreement 2003 by withholding 3.5% of the pay increase agreed
for November 2003 and giving no confirmation that the 4.2% due from 1 st July
will be honoured.
Conference agreed Emergency Resolution 1 on the 11 th May 2004, recommending
a ballot for industrial action to be decided by reconvened Conference in June
following full consultation with the membership.
As a result of the consultation, this Conference recommends a ballot for discontinuous
strike action. The ballot process will commence on 30 th July 2004 if Stage
2 and Stage 3 pay increases have not been met in full.
Conference further reaffirms that if either the government, national Employers
or individual Authorities impose a settlement, the Executive Council will implement
a ballot for discontinuous strike action.
Conference instructs Brigade Committees, that in order to protect national collective
bargaining, no agreement shall be reached with local Employers on the implementation
of any part of the June 2003 Pay and Conditions Agreement.
The Executive Council will identify and confirm all parts of the June 2003 Pay
and Conditions Agreement covered by this Resolution.
Any proposal, other than the full payment of pay stages as described above made
to the FBU, which is deemed to be suitable by the Executive Council for recommendation
to members, will be subject to ratification at a Recall of Conference.
